SPUTNIK III HAMMER WWV TRANSPARENCIES OF SOME SORT - 1958 - WHAT IS THIS?

Description

Not really sure what this is. Two transparencies, one labeled "Hammer WWV Pacific Standard Time, AM PM Sputnik III" and the other a one-second time dial. Both measure 3" x 3-5/8". Anyone have any idea what these were for?
