Patent
law in Soviet Russia and the USSR was essentially called
Invention
law, where, unlike other countries, inventions were protected not by patents, but by Author certificates. The latter did not grant the inventor any
exclusive right to use the invention, but only guaranteed them acknowledgement and some reward from the enterprise that was the first to use the invention.
That system was introduced by the Decree of the Council of People's Commissars of the RSFSR of July 30, 1919, which approved the "Regulations on Inventions". Paragraph 10 of this decree repealed "all laws and regulations on privileges for inventions issued before the publication of the decree."
